In General, Key Announcements about the changes in Canada immigration are announced in the months from September to December by IRCC.

Below are the 5 upcoming developments that are expected to take place in the coming months in 2023.

New Immigration Plan announcement

The Canada Immigration plan for the period of next 3 years from 2024-2026 is expected to be released in the upcoming months.

This plan reveals the total number of Canada permanent resident visas to be granted program-wise in the upcoming 3 years.

Express Entry (EE) System:

This year Canada introduced a new category-based selection and invited candidates from the six selected categories. IRCC announced the first category-based draw on June 28, 2023. A total of 10,900 ITAs are issued in the seven category-based express entry draws.

Below is the list of occupations and the number of ITAs issued category-wise in the EE draws.

  • STEM occupations: 500 ITAs in 1 EE draw.
  • Healthcare occupations: 2,000 ITAs in 2 EE draws.
  • Trade occupations: 1,500 ITAs in 1 EE draw
  • French language proficiency: 6,900 ITAs in 3 EE draws.

Categories selected for 2024 will be disclosed in the upcoming months.

Invitations under the Parents and Grandparents Program (PGP):

Canada to start to send invitations to apply to around 24,200 potential sponsors across 2 weeks from October 10, 2023. Around 15,000 complete applications will be accepted. 

The Canada Parent and Grandparent Program (PGP) is a way for Canadian permanent residents and citizens to sponsor their parents and grandparents for Canadian permanent residency.

Proposed 2-tier model for study permits

As per the latest interview by Immigration Minister Marc Miller, with the Canadian Broadcasting Corporation, Canada is expected to welcome 9 lakh international students this year.

More details about the proposed 2-tier model for study permits, and the Trusted Institutions framework are expected to be released in the upcoming months.

New Tech talent strategy:

Canada announced a new tech talent strategy in the month of June 2023 with the aim to fill existing in-demand jobs to attract global talent and create jobs for tomorrow, 

A new innovation stream is expected to be launched by the year's end. This new innovation stream is being developed under the IMP (International Mobility Program) of Canada. This new stream will support high-tech industries in Canada and is exempted from the requirement of the Labour Market Impact Assessment (LMIA).
